It depends on the goal. If the goal is to teach teens that God has a moral standard, and that moral standard is that sex is exclusively intended for within the bonds of marriage, then abstinence is the only option. If the goal is to reduce pregnancies and STDs, then teach teens safe sex. I choose the first option.
