Does Eastern Orthodox Church build a network of schools, universities, hospitals, etc.?
The Eastern Orthodox Church founded institutions, hospitals, orphanages, libraries, welfare agencies, and made great contributions to monasticism.
The poor, the elderly and even the incarcerated, were ministered to by the Orthodox Church and not merely by the state. These ministries were highly successful. The poor, the naked and the hungry were well cared for, and the institutions well run.
The answer is in past tense. Does that mean they don’t have those institutions anymore?
They do have these missions today. One such organization is OCMC.

The Orthodox Christian
Mission Center (OCMC) proclaims and practices the evangelical imperative
of the Orthodox faith based on the Gospel of our Lord and Savior, Jesus
Christ. OCMC recruits, trains and sends missionaries to preach, teach,
baptize and to minister to the poor, hungry, sick, suffering and
orphaned.
